Abstract: This talk is part two of an exposition of ideas in arXiv:1703.00501 and arXiv:1412.5148. The main point is a generalization of a powerful idea of 't Hooft about symmetries and anomalies. The application to discrete and "higher" symmetries brings in topological considerations.
